There are many places that could be fantastic and it depends a lot on what precisely you're looking for. Here in Ariège we have great variety of crags (3 rock types and multi-pitch and bouldering, etc.) all in a very compact area with a high chance of having many of the crags to yourself. Other places you may have more of a 'scene'.
Most places in France and northern Spain should have good weather at Easter.
El chorro, Costa blanca, Costa daurada would all be good.
IMHO the daurada area is the most scenic. El chorro has the most convenient climbing in a tight area requiring little driving and would be my first choice if you care more about the climbing than anything else. Costa blanca is great too and probably has the biggest variety of climbing but you do end up driving half an hour each way to most crags I find.
