He's pretty clearly the fall guy. That doesn't mean he's innocent - his involvement could have been anything from the main guilty party (unlikely, I think) through to transporting a case he didn't know the contents of, through to no involvement (perhaps not very likely either).
About the only things that are clear are that there's a lot to it that we don't know, and quite a few people that don't want us to know it all, for whatever reasons.
It's interesting that he's still protesting his innocence when he's already out anyway, though I grant that could be down to pressure from the regime in Libya.
