Our local MRT use a system called SARLOC which, in essence, will tell them on a computer screen map where a smartphone(and thus the owner/casualty) is located.

Anyone know if there's anything similar available for public use which will give a location on Memory Map or Google Map display on a PC.

You can use tasker to set up something similar. I have my phone set to send back a text message with google earth coordinates when it gets a text containing a codeword. Taskers not an easy app to use, but very useful to automate your phone.

On an android the Where's My Droid app might be worth a look.
