This infers that the man arrested was indeed a climber?

Indeed. Andy has read the other news reports and also has a sort of knowledge of the area where the incident took place. This is not a 'climbing incident' as we know it. There have been quite enough of those over the past few days. And I include the closure of Ogwen Cottage in that.
