Plumbing help please

Hello
Our water has been off all day for repairs. The main problem now is that the toilet cistern won't fill up. An initial problem was no water through the taps at all. This was solved by opening the sink cold tap, and turning the water on and off to remove the air from the system.
However, the toilet cistern still won't fill.
Any ideas gratefully received.

Check that the ballvalve is not stuck in the 'up' position.

I'm manually moving the one in the cistern and it's not stuck. Just no water after flushing? Think it's an air block somewhere ? I've filled it several times manually but no joy

Do you have a cold tank in the loft, is it a low pressure system feeding the toilet?

Might be so obvious you've overlooked it, but there isn't a tap or valve on the cistern inlet is there?

Can't see one John. Welsh water reckon it could be sediment in the pipes from their work , and if it's not right by tomorrow they will fix it
