Drilled Hole - Top of the Pulpit at Loudoun Hill

I noticed yesterday that somebody has drilled a small hole at the top of the Pulpit at Loudoun Hill. No bolt has been placed or indeed looks to have ever been placed, just a hole drilled. Anybody any idea where that's come from? I spotted on here last month I think somebody mentioned that a guy had been cutting about with a Hilti with the idea of placing bolts for abseiling?
