Windows Screen Sizing

One for Windows nerds, I think...

A colleague has a small 8.1 laptop with a very high res screen 3000 x 2000 or thereabouts. Very nice.

However when he runs a .Net application designed for a lower res (1024 x 768) instead of just showing the app in a small portion of the screen, Windows seems to have magically scaled it up to fill the available screen. Trouble is it hasn't done it perfectly, so the bottom of the app is not accessible!

I haven't seen this behaviour before, so don't know where to begin to look to correct it. Any ideas?

I haven't got my 8.1 machine is front of me but there is a tick box for screen scaling/zoom in the graphics settings, just needs unchecking from memory
