The original lower off has failed. One of the bolts caused the block to split and this has dropped off! Hopefully no-one was lowering at the time. The remains are unstable but someone has added another bolt! Do not use this!!! I down climbed to the last bolt added a maillon and lowered off that. The slopes above this section are unsafe with little chance of finding a stable lower off without some excavation. This may remove the entire top overhang. This feature is unique on slate for a very good reason.
