Both are indeed still open. Originally they were told that the lease for the Biscuit Factory building would end at the end of last year, but that's been changed so it's still open for the present.
I don't know what the official plans are, but they've done some rebuilding of the Biscuit walls, with new islands, so hopefully they're reasonably sure it'll be open for a while more.
