According to SLEG, Bleaklow industries sold their land and rights 4 years ago

The website hasn't been updated since then, I'm pretty sure there has been no more excavation, but then again I'm sure the signs still say Bleaklow, so maybe they didn't sell it after all.
Does this ruling mean that the restoration work will now be started ? If Bleaklow have sold up then does that mean they can't be held responsible for this ?
