Climb Gowkthrapple and then clamber onto Shoogly ledge above. Catch your breath on the jugs and clip the last bolt on Shoogly, before making a tricky traverse move left from the ledge to get established on Bowser. Finish up the last few moves of Bowser to clip its lower-off.
