This is rime frost caused by sublimation, it's the stuff that builds up in great thicknesses on fences, crags, rocks and blades of grass as in this case. Cold moist air deposits ice directly from vapour without going through the liquid phase, hence the sublimation bit... boring explanation. Magic fairy dust in other words!
