Best free software for making scale drawings

Any recommendations for a free, easy to use software or app (I can use laptop or tablet) to make scale drawings?

I need to submit a pre-planning application and need to make a scale drawing. Needs to be done relatively soon so I don't have time, or the inclination, to learn any overly complex software. 

I used ProDesktop to make engineering drawings many years ago, but otherwise no CAD experience.

I've not heard of ProDesktop but if you have any familiarity with Autocad then NanoCad is like a basic free version. Drawing a plan to scale shouldn't be a big deal to learn and there are plenty of tutorials available, as a lot of the basic Autocad stuff is applicable.

Sketchup is great for quick 3D sketches, but I wouldn't use it for a scale drawing. I always end up fighting with it any time I need precision.

FreeCAD is my go to, but might be a bit of a learning curve for a one off.

When I was looking at designing a Website I made shortlist of potential software then looking around on YouTube for tutorials. I then just went with the software that had the tutorial I liked the most.

Totally agree, the OP wasn't clear if it was mostly 2D or 3D that was required, I'd assume the former for a PPA. But if it was the latter, then SketchUp's user friendly interface and learning curve is a big plus in a 3D working environment. Horses for courses.

You can enter exact values for dimensions into SketchUp.

That's a really good call. It doesn't really matter which software is "best", or even "easiest". The one with the best tutorials and documentation is the winner.

Personally I hate video tutorials, so if a product doesn have good written documentation then I'll look for something else. It's very much down to finding something that works for you.

I did this using the ‘tables’ thing in Microsoft office.
