I have the following:
A template from a printing company to fit a 7 x 5 image in.
A image that has been cropped to 7 x 5
When i try to move the 7 x 5 image into the 7 x 5 template its too big.

Resize your image to 7 x 5 whatever's (inches or cm) but make sure that you un-tick 'resample image'. The resolution will then automatically adjust to preserve the image quality.
Mine's an old copy of PhotoShop but your menu context should be similar. See screenshot here ...
