Bolt placed in Ogwen Valley

It looks like a bolt has been placed in the Ogwen Valley, the OVMRO have spotted it though. Is this in accordance with the area fixed protection policy and are the BMC aware, or is it the action of a self styled guardian of the crags?

If that is the bolt in question in the picture I wouldn't worry too much. I would hazard a guess that a) it's ancient and b) it's nothing to do with climbing. Fence support?
