/ What is a DOWNING jacket?

I'm just coming to the end of a book called Aftershock by one Jules Mountain. Throughout he keeps referring to DOWNING jackets, DOWNING sleeping bags etc.

I can't say I've ever heard of DOWNING clothing etc. Are there such thing(in the context of cold weather items/mountaineering)? If not I'm at a loss to know why he uses the term.
