What does the orange Hitler seek to gain from allowing the ivory trade to America to resume for trophy hunters?

You would hope the airline's will ban the carrying of such items . So keeping the ban alive

Yes but possession will not be prohibited, meaning that black market can thrive (relatively speaking). Goes well with retiring from the Paris climate accords this week or the keystone pipeline leak, somehow.
