I can't remember with that pack exactly, but those velcro closure over wire frames can be a total struggle to close. Normally the real fight is getting the bottom of the frame down into the very bottom of the back. They often have reinforced pockets for the ends of the wire to go into. With lots of fiddling you might find the frame goes further down a cm or two and then then it will much easier to close the velcro.
