This worked for me last night (previous attempts since last year failed to solve for my 14 iPhone.
1. Updated to 18.6.2 which is the latest for my phone.
2. Did a Force shutdown (volume up/down/side button in that order - might be different for you?). I had always previously used the easier shutdown option under General, when I do shutdown/restarts, but that never worked back then for the VLU issue.
3. Left off for a few minutes and then manually restarted phone.
4. Checked various settings that could be related to VLU eg those under Photos, search, browser, Siri, etc. Only setting I thought was wrong this time around was under Search. I toggled Show Related Content to on (it was off after update and didn’t to me seem appropriate to correspond to the equivalent setting under Photos which was on).
5. Opened Photos and it’s was working. Also, seems much faster than I remember, but that could be I was on wifi this time rather than mobile data I would normally have used for VLU in the past.
In the above the only things I know were different this attempt were latest iOS and the “forced” shutdown after update. Maybe the Show Related Content under Search was always off and I never noticed, but the equivalent under Photos was always on, and I’ve never changed Siri (it’s off) or browser setting since I set up the phone a couple years ago or so and they don’t appear to have changed with latest update.
