Looks exactly like Culm

Regarding it looks like culm - Culm refers to the coal often found in Devon as layers along with the sandstone, shale and other rocks, collectively called Culm Measures. The sandstone layer in Devon is often referred to as greywacke too same as the Scottish rock http://www.devon.gov.uk/geo-carboniferoussandstonesandshales.pdf
