Nope - it's a true shot taken using a Fuji S2 Pro with a 2 stop ND Grad, a circular polarisor and a Warm Up filter. I set the f stop to f32 and that gave a shutter of around 1 sec which is what bkurred the water. Then I stood there and waited for the right light, and waited, and waited some more.
The only Photoshop work is a little curves, 5% saturation and sharpening. The image is shot in RAW which gives a very dull and uninspiring image. A few tweaks are needed to bring it to what the scene was actually like.

I was wondering which Stob Dearg but then I realised it's the Buachallie. The foreground interest makes for a great shot.

A cracking interpretation of a classic photo - like the low angle. Waiting is always the hardest part though... Beauty of digital - can tell straight away if you've got what you wanted!
