She's done DoE Bronze, she likes meeting people, she's very competent in the kitchen (she'll get a food hygiene cert with her Food tech GCSE), organising stuff with kids - she did her work experience at a local infants and loved that.
If you had said "son" rather than daughter then I'd have said hitch hiking with a friend. totally epic way of spending your time, and everyone you meet is the type who kindly gives something for nothing (well, they have to be!) but I wouldn't be too keen on advising girls at it so much, since there are many more people who might want to take advantage

How independent do you / she want it. PGL do holidays for kids of all ages including driving lessons for under 17s, canoeing the Ardeche and the normal outward bounds stuff. Full price is a bit over £500 but they're often on offer, or cheaper if she goes with a friend.
In reply to iksander: For Gold DofE there is also the requirement to go on a week long residential. Yes gold is for 16+ and all of the others maybe 17 or 18 but there is a really diverse range of options available for DofE Gold residentials. worth a google

If she's into volunteering and sports, find out if there's any kid of council sports camps she can help out at.
In Scotland we have people called active schools co-ordinators who help organise these kind of things in assocation with schools and local clubs. Get her to find out if there's anyone like that at school
She also gets volunteering for her CV as an added benifit
