Self-contained accommodation may be reopened
He said it may be more likely that self-contained accommodation in the tourism part of Wales can be reopened.
He said this is different situations which see people sharing kitchens, showers and toilets "where inevitably the level of risk would be greater".
He said it would also be important for people to remain governed by the five mile guidance once they arrive.
Hope for some relief to tourism sector in the summer
Asked whether tourism is over for Wales this year, Mr Drakeford said he hopes there will be some relief for the sector in the summer.
However, he said it's unlikely to return to normal this year.
There will still be restrictions, he said.
He added that it was important to secure community consent to the reopening of tourism.
It's likely there will be a very strong reaction at the community level in North West and South West Wales where there have been very low levels of the virus, he said.
"All of that will have to be very carefully navigated," he said.
