Work has been carried out by the BMC's Land and Property Trust (LPT) at the BMC-owned site of Horseshoe Quarry to allow access for emergency vehicles and people using wheelchairs and mobility scooters.

As for the 'making it impossible...' statement, read the whole sentence and it makes sense.

It's the parked cars that would make it impossible for a wheelchair to get through, not the boulder preventing cars from parking. The sentence is correct.

To be fair, the wheelchair accessible gate is still clear thanks to the boulder. However, I don't see what stops someone parking in front of it, or double parking next to the craply parked cars and blocking access to the gate.

I assume that the boulder leaves enough space for wheelchairs to go behind the boulder even if a correctly parked car is touching it.

If someone parks to the right of the boulder (as per the picture), then someone parks directly in front of it, you're not going to be able to get a wheelchair past the cars. It would be a stupid bit of parking, but more than possible given the way some drivers park.

And for the selfish who don't care about wheelchair access, blushing the gate will also mean that emergency vehicles can't drive into the quarry meaning a slower response in the event of an accident.

Don't park in front of the big vehicle access gate is the obvious answer.
Not sure if there is any signage in place, but the parking issue could perhaps be resolved by the addition of a big 'No Parking' sign on the vehicle access gate and with further smaller signs explaining why.

There are currently roadworks ongoing near me. To allow traffic lights to be set up the council put 'No Parking' cones on either side of the carriageway.

As long as you can squeeze your car between the cones, the no parking bit obviously doesn't apply.

What's your suggestion to stop the poor parking then?
