Yes, definitely!

But then again, we don't know the full story. Perhaps they were driving quite sensibly and they went around a bend only to come across a load of climbers walking up the middle of the road and couldn't go to the other side of the road due to the cyclists 5 abreast.

I am being facetious of course.
