Kilnsey is an obvious one, though probably not the right grade range. But assuming it's not constant rain, that area of Yorkshire is good in general for picking crags and going east/west depending on weather.
I've heard The Hyll Drem Girdle (HVS 5a) mentioned quite a lot as a good wet weather option, but we found it suprisingly wet in rain a few years back. So much so we didn't do it so just bouldered and drank tea instead, which was lovely! Maybe the wind direction didn't help.
We later went on to do Lockwood's Chimney at Clogwyn y Bustach, which was amazing and dry once you're in the cave system.
For N. Wales, Llanddulas Cave stays dry in the rain, a handful of good routes, but probably not worth a trip in its own right. The Devils Gorge (Pantymwyn) is ace, and stays dry too (generally much harder grades), but i dont know what condition its currently in, it tends to stay damp and green for a long time after the winter!
