It’s a whelk, but it’s massive. That’s an iPhone 11, 15mm+ without the case. What type of whelk though ? Is it a record ? West Sands, St Andrews, found whilst training to beat the four minute mile (nae chance).
Red Whelk I think. It would normally have fine spiral grooves but has probably been tumbled along the seabed by the waves for some time so is smoother than typical. A good size individual though it occasionally grows up to 20cm. The largest I've found on my local beach is a mere12cm.
